There are such periods when civil and constitutional rights are suspended “for the safety of the citizens.”

The follow story has been making the rounds in the Corporate Media
‘Hero’ Jumped on Nice Killer’s Truck in Desperate Attempt to Stop Him
Eric Ciotti, a lawmaker representing Nice in the General Assembly of France, told Europe 1 that he saw the man’s courageous act and that the driver tried to shoot him.
“It was at that moment that the police were able to stop the terrorist,” Ciotti said, according to the New York Times.
Police told the Independent that a man actually jumped into the cab and wrestled with the driver. The man reportedly survived.
The man who is claimed to have jumped on the truck is a necessary part of every terror attack, foreign or domestic.
What was said back in 2014 and repeated last year.
Out of every “terror attack” there must be raised up a “hero.” Terror attacks will ALWAYS involve creating “martyrs” who become famous after they have died. They will be promoted as having given their lives for the righteous cause.There were many such people in the 911 attacks.
Todd Beamer was but one.
“Martyrs” are people who are promoted by Big Media and Big Government as having given their lives for truth, justice and everything that is good and decent.
The communists and Nazis were past masters of this type of propaganda. The specifics of its use were detailed in an old Twilight Zone episode: He’s Alive.
In this episode (which begins at the 24:15 mark), a shadowy figure instructs a neo-Nazi leader (Dennis Hopper) how to create a martyr for the cause. Watching the 3:30 minute segment, it’s instructive how many times the shadowy figure flashes both the 666 and the el diablo hand signs. For those readers who believe that evil has only arisen in our present time: this particular episode of The Twilight Zone was televised in January 1963.
The fact remains: in the times in which we live, the business of creating heroes and martyrs has been an American growth industry.

It is very instructive.
Martyrs and heroes are a part of every staged terror attack.
They help remind the population what’s at stake and WHY it’s necessary to fight on at all costs. They also provide a ray of hope in a dark story, hopefully inspiring even the lowest of the masses to work harder, aim higher and dig deeper for the common good.

Ryan (R-WI) has been built up by the Corporate Media since 2010 as a “budget hawk” and a “Republican presidential hopeful.”
(Now, Ryan has become Speaker of the House and third in line for the US presidency.)
Ryan was often paraded in front of the TV cameras crying about Barack Obama and his budget-busting spending.
A quick look at Paul Ryan’s record–about which 99% of American voters and 100% of the Corporate Media can’t be bothered–reveals that Paul Ryan VOTED FOR every single proposal in early 2009 on the Obama agenda! Ryan voted for both Stimulus bills and all of the Bailout Bills. In fact, going back to when GW Bush was in office, he even voted for the HUGE Medicare expansion that barely cleared the House. Most “Issues” and “how they voted” websites obscure these facts. But if one is persistent, the information can be pieced together by visiting more than one site.
Voted YES on the Stimulus bill (Feb 2008)
Voted YES on $15B bailout for GM and Chrysler. (Dec 2008)
Voted YES on $800B bailout for Wall Street (Oct 2008)
Voted YES on $831B American Recovery and Reinvestment Act (Feb 2009)

However, any spending to help alleviate Americans from being tossed from their homes, Paul Ryan has been against. So, there IS ONE government spending program Rep. Ryan is against.

Voted NO on modifying bankruptcy rules to avoid mortgage foreclosures. (Mar 2009)
Voted YES on terminating the Home Affordable mortgage Program. (Mar 2011)
During his 14 years in the House, Paul Ryan has sponsored some 71 bills or amendments,[85] only two of which were ultimately enacted into law.[86] One, passed in July 2000, renamed a post office in Ryan’s district; the other, passed in December 2008, lowered the excise tax on arrow shafts.[87][88]
Rep. Ryan was a major supporter of President George W. Bush’s $800 billion Wall Street bailout, the Emergency Economic Stabilization Act of 2008 (Division A of Pub.L. 110-343). Ryan rallied Republican votes for the bill, managing to overcome the instincts of many fiscal conservatives.
Ryan’s impassioned speech in support of the bailout (“If we fail to do the right thing, heaven help us – if we fail to pass this I fear the worst is yet to come”) earned him a featured spot in Michael Moore’s film Capitalism: A Love Story. [91]
John Nichols writes: “There was nothing fiscally responsible — let alone necessary — about the bailout. Indeed, it was such a bad deal that it spawned a popular revolt that gave rise to the tea party movement. Now Ryan positions himself as the champion of the tea party’s call for debt relief.” [92]
ONLY IN AMERICA: In short, Paul Ryan voted nearly everything in 2009 that he spent 2010 and 2012 campaigning against! That takes real chutzpah–and a BIG helping hand from a Corporate Media which for some odd reason has assisted this Republican in ways that Rush Limbaugh, Glenn Beck and all of the others who make their livings railing against the “liberal Mainstream Media” can’t explain.
HERE’S THE EXPLANATION: It’s a con game and it’s Limbaugh, Beck, Paul Ryan, Harry Reid, Nancy Grace and Nancy Pelosi and their one-world buddies on one side and everyone else on the other.

STAGED ATTACKS?
Are terror attacks staged in order to herd the masses to where the mystery of iniquity desires them to go?
Are the attacks’ “victims” alive or dead? There’s been some discussion on that point.
1- We know that it’s been reported various victims of assorted terror attacks (and other public “tragedies”) over the past 15 years have been spotted at various places both home and abroad.
2- We know that various fund-raising mechanisms for the “victims” of such events have been set up BEFORE the attacks happened.
3- We know that what most people consider the “news” is a slickly-produced product of propaganda, advertisements and other indoctrination disguised as “news.” These shows are produced and distributed by the same companies which own and distribute movies, TV shows and other fictional products which attempt to portray life in a realistic manner.
4- We know the government has “witness protection programs” which are designed to make someone who has worked for the government “disappear” so that the public will believe they are dead.
However, to suggest that the government might have other, similar programs is somehow un-American.
